Oli's challenge: The party meeting will not be held, dethrone me if you can

A meeting of the standing committee of the CPN-Oli group was held on Wednesday after the Supreme Court overturned the decision to dissolve the parliament.


Leaders from outside the capital were absent from the meeting. Therefore, the meeting was adjourned till Thursday. According to Baluwatar, the leaders had already arrived in the capital. However, it was reported in the morning that the meeting was postponed.


According to a leader, the meeting ended without being postponed. "It has been decided today, why the meeting should be held to do the same thing," the leader said.


After the dissolution of the parliament, the Oli group had originally made four decisions public. Spokesperson and Minister for Foreign Affairs Pradip Kumar Gyawali had said that it was decided to accept the decision of the Supreme Court, convene a meeting of the Central Committee and the parliamentary parties soon, not to hold meetings across the country and convene the Parliament session on the scheduled date as per the court order.


However, at the Baluwatar meeting on Wednesday, Chairman and Prime Minister Oli announced other decisions. According to sources, Oli also clarified the possible incidents behind the decision not to resign.

 

Oli had told the meeting that he would not resign from the post of prime minister but would face possible incidents. That is why it is considered as a party decision.


"After the dissolution of the parliament, he became caretaker, now he has become the acting prime minister. It is just a request to resign on moral grounds, ”said a leader of the Oli group.

 

The leaders argue that the Supreme Court's decision and the decision of the Election Commission have made Oli a powerful prime minister as before and accepted the chairmanship of the CPN (Maoist). Oli made the same argument at Tuesday's meeting.


The group has decided not only that Oli will not resign from the PM's post, but also that he will not convene a meeting of the party's parliamentary party. Leaders of the Oli faction have argued that the party leader should be replaced before he is removed from the PM's post as the commission has not recognized the party split. And, the group plans not to convene a party meeting.


Kiran Gurung, a member of the standing committee of the group, said that they did not hide their plan to convene a meeting of the party despite the request to change the party leader. "It simply came to our notice then. The party leader and deputy leader did not accept the decision of the majority of the meeting.

 

As the party leader Oli and deputy leader Subash Nemwang are on the same side, it has been made clear in the Baluwatar meeting that the meeting will not be convened despite the request from the Prachanda-Madhav group. In other words, this group is ready to hold a meeting of the parliamentary parties and remove them from the majority.


Apart from this, one-fourth of the MPs will be able to table a no-confidence motion directly in the Parliament Secretariat. Even on the day of the dissolution of the parliament, the Prachanda-Madhav group had filed a no-confidence motion in the Parliament Secretariat. However, this was not accepted by the Supreme Court.


The group has also devised a strategy to thwart a no-confidence motion by registering it directly with the Parliament Secretariat. With the announcement that the pre-scheduled standing committee meeting will not be held on Thursday, Oli has instructed to hold intensive talks with the lawmakers of his party and other parties.

 

On Wednesday, spokesperson Gyawali also said that discussions were underway with other parties on a new political course. Gyawali's answer to the question about Oli's resignation was decided after discussion.


According to sources, Oli is planning to thwart the no-confidence motion by holding discussions with lawmakers from the Nepali Congress, Janata Samajwadi and Prachanda-Madhav factions. "It is not easy, of course, but it will not be easy to get a majority for Prachanda and Madhav comrades. Even yesterday, the prime minister could not be removed without a majority, ”said a leader close to Oli.


Oli is preparing to whip the CPN (Maoist) MPs if a no-confidence motion is tabled in the parliament in case the commission does not recognize the party split. Oli is preparing to take action if the party leader's whip is not obeyed.


That is to say, Oli is psychologically ready not to resign from all three positions (chairman, party leader and prime minister) and to fight against every inconvenience caused by another group, say close leaders. However, the group has adopted a strategy of using the Prachanda and Madhav groups to deal with the possible crises.


Oli also compared the restoration of parliament to the victory or defeat of Prachanda-Madhav. Gurung, a member of the standing committee, argues that since the party has reached the stage of January 19, an agreement should be reached to make Oli the prime minister as per the agreement reached between the CPN (Maoist) government and before the split.

 

"If the party is united, the majority will come again. However, there is no question of uniting the party by leaving KP Oli empty," he says.
